Stroke the ponies at your own risk!
The other horses have been known to attack people.

There are no horses. Horse is the term some people incorrectly use for BIG PONIES.

Are the horses Ponies grazing communal land? Do they have individual owners or is it a group owned by one person?

It's ancient common land, people in oxford have grazed cows and horses there for centuries. I think it's a mixture of owners.
The horses are a bit wild, especially when they have newborn ponies around. Which is understandle. Anyway i think you'd like port meadow, epesically as there are two pubs down there (though i think one is still being rebuilt after a fire).
