It's ancient common land, people in oxford have grazed cows and horses there for centuries. I think it's a mixture of owners. The horses are a bit wild, especially when they have newborn ponies around. Which is understandle. Anyway i think you'd like port meadow, epesically as there are two pubs down there (though i think one is still being rebuilt after a fire).
