She could be the Alt!universe version of Adeola or a whole new unrelated person like Gwen is in Torchwood (although its obvious Gwen's got some connection to Gwyneth)
That would be predictable and boring, though i think you are right about Gwen (probably distantly related to Gwyneth, say Gweneth had a sister she did not know about, you know workhouses and the like). Apprently the Ice Warriors might be back for series 3 of Doctor Who. If they then they need to overhaul the design a bit.
